I don't know any physical phone card rates, but xpress call has 2.25cents per minute as long as you aren't calling someone's cellphone. https://www.xpresscall.com/rates.asp

If you go to fortinos, they have calling cards (President's Choise brand) that you can buy in 5 or 10 or 20 dollar amounts and the calling is dirt cheap. I would recommend those.
