Canadian Citizenship: Institutional Foundations and Politics, Power, and Influence in Canada are easy courses. Professor Flynn teaches the first, and he's great with students, so I highly recommend that one. Politics, Power and Influence will be more interesting if you want an introduction to the main actors involved in public policy, which of course depends on your program. I'm not sure about 2I03, but I hear good things about Professor Beier.
Both those classes will be easier than 2XX3, Third World Politics. I took that in second year as well, but with Galleguillos, and he mentioned to me later that he failed 30 of 150 students. It was difficult to get an A in that class- not because there's a lot of work, because you are not quite sure of his expectations. However, this year, it is being taught by Dion, so that may not be an issue.
However, by far, the easiest second year Political Science class I took was 2O06 - Political Theory. Lots of reading, but few assignments, as there are two major papers and one exam.
