Please keep in mind that this is just a white paper, as such it's just a set of proposed ideas coming from one area of the party aka the critic and former Mac Sessional Prof Rob Leone. There are sitting MPP's in the conservative party who have stated their disagreement with a few points in the white paper, they were put out to gauge reaction from citizens and stakeholder groups. In this case both the CFS and OUSA have come out strongly against these proposals, especially tying grades to student loans since it discriminates against a number of under represented groups (Low Income, Aboriginal, Recent Immigrants, First Generation Students, Students suffering with Personal Issues and Mental Health etc) who don't initially do well in their transition to University.

This would simply cause them to fall out of University due to lack of monetary resources while benefiting middle class + generic Ontarians.

While it's definitely not perfect, the Liberal Party has attempted to create a more even playing field through the expansion of OSAP, Student Access Grants and Early Outreach programs to ensure every qualified student has a shot at attempting to go to PSE and this new Tory proposal seems quite counter-productive to that societal goal.
