I registered my courses on SOLAR on Sunday, but I didn't get into one of the courses I wanted. So, I put another course in for now. If I do the payment agreement, does that mean I can't go back and change it to the original course I wanted during the 7 day window? So basically if I do the payment agreement, are my courses finalized?

I don't think that's the case. Your payment agreement is based on the number of units you take, regardless of what course code it is. So you can still change your courses around after your finalize your payment agreement.

So because I didn't complete my payment agreement, do I still get the courses I already chose?

Yes, if you finalize the payment agreement before the due date.

You can also reconfirm the payment agreement as many times as you want.

So is it better to make the payment agreement now and reconfirm if I get in the other course?

Yes, you need to confirm your payment agreement in order to be fully registered. So you might as well do it now and then reconfirm it later.
