What course is Math 1LS3 conflicting with? If it's conflicting with chem or bio or a class that has multiple core, lab, and tutorial times, then you will either get scheduled in a different math tutorial or a different core/lab/tutorial of the class that math is conflicting with.

People have said that sometimes conflict show up and you can't apply the changes, but sometimes it doesn't.

So it's 50:50. You should find out if tutorials are mandatory (meaning if they take attendance or if there are quizzes/assignments/tests during the tutorial time). If it is mandatory then you should substitute an elective for something else.
