England's optometry is even more basic than Canada's optometry. All they do are eye prescriptions. If you want to work in Canada you'll have to do another 2 years of studies.

I would like to add that it completely depends on what you are looking for in an optometry job. If you want to just do eye prescriptions then you should go to England, do your bachelors of optometry there and work there.

If you want to do more then you should definitively consider Canada, but I personally think it would be better off to go to the States. You'll learn a lot more and will be able to apply it when your graduate, at least I hope that Ontario changes its laws in the new four years.
