(I'm refering only to Midterm exams here...finals operate differently)
TAing and Invigilating are independent jobs:
Every course TA is assigned invigilation duties (in classes with fewer than 18 students, a TA is not assigned to the course and thus the professor invigilates alone).
In particularly large classes, where the student : TA/Professor ratio is very large, additional Invigilators are called in on a case by case basis. It's particularly difficult to find students to invigilate courses with a certain level of required expertise in the field, like say, Engineering midterms.
If the TAs go on strike, so do most of the invigilators, by definition; it'd certainly throw a wrench into the gears. Not saying it's impossible for professors to cope, but without bringing in loads of scabs, they definitely won't run as smoothly.
Not to mention
grading said midterms is an ordeal. My course has an estimated 70 students and I've been assigned 16 hours to grade 2 midterms...I don't think the profs can pick up that much slack.
