So the obvious solution is to switch to cocaine and heroine. Get to it, boys.

This won't change anything. As you can tell from the attitude ^v, the only way people'll change is when they run over some kid, or get into a head on collision, or rape someone while they're drunk. Then they'll stop. And that's easier for them...it'll take no effort on their part. 'Cuz they'll be jailed with no access to the substance.

That was my impression too; I was just wondering how much the things like individual toxicity and bodily detriment effected the final score compared to stuff thats based on individual responsibility (lack of will power, just being irresponsible in general, etc). Kind of irrelevant to to be ranked with the general populace

Plus they are comparing a legal drug that can be rampantly abused easily to ones that are illegal and not as readily available.
