If enough people want to live in a substance free area they are put in one of Whidden's three wings on a floor.

Substance free means free from alcohol or smoking.

Smoking is illegal in residence (you have to do it outside), and over 90% of first years are underage...so I'm not entirely sure why this is an option...but it is.

Between January and April first years do have birthdays and hit 19 and want to party. Also upper years do live in residence so I'm assuming that's why there is an option for people to choose subtance free wing.

Doesn't seem like a particularly necessary or userful option to me though. Even if the drinking of substances doesn't go on in your wing you'll still hear the partying elsewhere in the building.

A substance free wing also entails that you do NOT come home raving drunk and disturb people. But then again, thats a general Residence rule anyway.

Unfortunately, you can end up on the substance free floor even if you didn't pick it. It's a lottery system that they use to sort you, you get what you get and you either stick with it or you drop out of residence. The only way to switch is to have a medical reason.
