You can do a minor in any faculty .

do i need to register it anywhere or do i just need to take those courses and automatically turns to be a minor?

Anyone knows whether a minor in psych or econ is better? in terms of difficulty level

As it says in the course calendar, you declare it when you graduate.

So by "better" you mean easier...well that depends what you're good at. And also which specific courses you take. Picking a minor based on what is "easier" is completely useless. If you just want a minor for the sake of having a minor and a grade boost, and not because it's going to be useful to you, then I'd recommend just taking random electives without being constrained by a minor.
