How possible might it be to schedule courses in order to attend on one day only (as a part-time student)? Do most courses involve labs and tutorials, or are seminar-only courses available?

depends on the program and how many courses you plan to take.. but from what ive, seen many courses you have 2-3 lectures a week, sometimes with a tutorial or lab as well. ive found that mainly night classes are once a week (one 3hr lecture)

can you still get your degree by being a part-time student or do you have to be a full-time student to get your degree and graduate?

It will take longer, but yes. It's much harder in smaller programs where required courses are offered every other year and whatnot.
