what if you failed a computer science course that you need to get to the second year, but it's not offered in the summer, which u cannot retake it in summer school, is there anything you can do about it?

Talk to a faculty advisor, you have to get special permissions and all that... either way, think about which programs you want to do, and apply for courses that they have in common if you can so you can do the courses while not actually being enrolled in a level 2 program.

Would it be too late to apply for the course at another school?

That would be one of the options I would considered if I was in that position. Might want to even take a look at the refund policy now at the other school. If you have zero dollar lost, then might as well sign up to be safe.

Expanding on what pig man said make sure the course is equivalent to the course you need at McMaster.. engineering has this site to tell you what's good and whats not, and I'm assuming science/com sci has an equivalent equivalnce document.

But if a course isn't listed, it doesn't mean it's not considered equivalent. They only compare courses when students ask them to, so if the course isn't there you should still run it by your academic advisor.

You could also stay in your general program like you were in for first year (soc-sci, humanities, etc) and take the class again, along with the required classes of your program (that is if they don't have prerequisites to be enrolled in a specific program. And then officially register into the program next year.
