how do you apply to be a TA for first year courses
i'm an undergraduate 3rd year, and i'm not in chemistry or chembio.
can i apply to be a first year chem TA next year?
if not, are there other courses i can TA in? how do you even apply?

Ask the prof of the course you wish to teach. They can tell you whether you are eligible.

Provided you have taken a minimum of four chem/chembio courses with a laboratory component, you can apply to TA--often, students going into third year have enough courses already. I have a feeling chem/chembio students are given preference (though I'm not sure of this), but there are definitely TAs in other programs, so it's worth applying to even if you're not in chem or chembio.

For other first year courses, you should look at the department specifically--different departments have different rules. It's often posted on the department website.
