If the allowed number of level 1 courses are exceeded, do the non-required level 1 courses still count towards our final GPA or does their academic standing become useless?

I feel like they do still contribute to your GPA even though they don't count towards your degree. I'm sure people take extra courses for graduate or professional school. I was pretty close to having to do so.
