You could choose to apply to the general bachelor's program and then transfer to the corresponding level III program you want to get into after 2nd year, or you could remain in the bachelor's program. You could even contact a Department that has no limited seats (i.e. Life Science), and be accepted there.

You keep taking courses and shadow a program you want to get in and try again. You are stuck in limbo without a major You can also talk to the adviser and they can try to get you into a program that has open seats.

I had to do it in second year, just took a bunch of courses that I had the pre-req for, then applied to get into a major.
