Why is it that at the library the internet is so slow that it takes 5 minutes to load a journal?

Who knows. MacConnect over wireless is faster than the desktop's internet... for some reason...
Its probably the data transfer rate of the outdated PCs.

Internet is required to be able to do schoolwork (ex Avenue, Learnlink). If so shouldn't our school have the resources that will allow students to access their course material? And moreover, this is a library, it should have adequate internet access. I mean all libraries that I know do, even if they are not associated with a school.
