OSAP "Balance Forward"
If I choose "payment in full" as my payment option, does that mean I have to pay all of the "net fees" by Sept. 1st? Or do I only have to pay all of the "balance forward" amount in the payment agreement?

You pay the amount by the deadline in Box 6. It should be your balance forward if you chose payment in full.

But what if I sign my osap release forms after sept 1st? Because the amount they get for "balance forward" already includes the deductions from OSAP (60%)

You should talk to SFAS about it. You can always just deselect it and pay everything, then collect the OSAP and put it in your bank.
