You could use a wire of some sort and jam it into where the stapler is... But the chewing gum theory sounds more likely, you could put the gum on a stick to increase stickiness by applying force.
Shredded paper could also be put back together though. That's why you have you be careful when you shred personal information and then throw it in the trash. The best shredders are the ones that shred paper into rectangular chips.
You also should take into account that 4000 people wouldn't use only 1 drop box. That would be a ridiculously big drop box. So what are the chances that a drop box fills up? I would say that there would be a hell of a lot of drop boxes and students are dividing evenly to submit their assignments in the proper dropboxes.
