You're not "allowed" to use the campus network for any illegal activities so it depends what you're downloading.
Whether you'll be able to, thats another story. I believe they really clamped down on it this year.

You can, but you have to be aware of the daily 2GB transfer limit; always check DC++ before you try and torrent anything.

torrents and limeware are given low priority by UTS and therefore you will get very very low speed when u try to download from them....and ofcourse its illegal!

Not everything downloaded through torrents is illegal and using the Bit Torrent service itself is not illegal.
