I can't get access to avenue!!!

You get capped if you DL i think. Others I know haven't had problems though.

landline based computers on campus is usually awesome. Health Science Library computer sometimes reach 5MB/s download

only have troubles at thode
-i believe due to the number of gamers who are crazy gaming together at the same time.

I don't think it's the gamers, but if you go when it's busy then it is caused by the shear number of people. Go during mid-low peak hour (early morning, after about 6 and weekends) and the speeds are usually 10+ mb/s consistently
