Alot of projects right now are CEAP (Canada's Economic Action Plan) and was created to create jobs to help with the recession. Funding for the ends on March 31 and the project must be completed by that date in order to get funding. So there's alot of projects out there right now trying to fit into a tight timeline.
Construction cannot always be stopped and the contractor probably wouldn't have a project they could do for only 2 weeks.
You also have to think about it from DBAC's point of view. There's alot of paying members to use the facility and closing the track down for 2 weeks would create alot of angry users. I was told the track would most likely be closed during exams, so I canceled my membership a month sooner than I planned on. Why pay for time that's unusable?
I would not have enjoyed having exams in DBAC, but it's either that or in a gym with construction right there. Which is preferable?
