I've heard that the first floor is the Substance-free floor at Whidden. Can anyone confirm this?

Well, it's only "substance free" if you aren't of age yet. Except for the actual substance free floor... but you can still drink in your room if you are of age.
Edit: Oh and no bottles or containers of a certain size (not sure about the later, but I think that's right).

I believe the University uses T1... You can get 1Gbps depending on your cable. I haven't seen anything under 100Mbps though.

It also depends on what you are using for the video chat. You should use Skype, I think it's the best.
Yes, ethernet cables are provided.

I second Skype! I've tried it in rez and it's not bad. I've also used Gtalk's video chat app thingy and iChat (for Macs only). Both work well too.

How does the garbage work? Do we have to bring our own garbage cans and garbage bags? And how do we take it out? Thanks.

There will be a garbage can and recycling bin in your room (one per person) then you can throw your garbage in designated garbage rooms and recycling bins in your common room.
EDIT: Oh, and the recycling bins are collected once everyweek...garbage everyday (except weekends)

garbage bags are useful, although you can use regular plastic shopping bags for the cans.
each room is provided with a garbage can and recycling bin per person in the room. so dont bring cans, but yes bags!
