It's pretty doubtful that someone would have no health card AND no driver's license AND no PR card/passport :S

Oh shoot :S. That's odd, cuz I remember when I turned 16, I HAD to get a photo one :S

Yah I went to the eye doctor once, and they told me my red one was expired. I was soooo peaved. They only sent a message to say I should change it when I was 16 once......Stupid government

They actually sent me multiple messages saying that I had to get my photo taken for my health card (I think it was 2 years ago).
But yeah, no passport?

Hmmm, yeah I guess there's not point in getting a passport if you aren't leaving the country before it expires.

That's BS! The red health card never expires!
- Your red and white health card needs replacing because :
- It is lost, stolen or damaged (e.g., card is broken, magnetic strip doesn't work)
- Your name has changed
- Your date of birth or other information has been recorded incorrectly (your provider may discover this while checking your coverage)
- A health provider has advised you that there is something wrong with your card or your coverage
These cards are valid unless you are told otherwise by OHIP.

Yeah, OHIP started implementing the new health cards though. I think they deactivate the old healthcard a certain time after they send you a message telling you to go get a picture taken for your new healthcard.
I think the change was prompted for security reasons.

Expiry may not be the right word but it is true that the red & white health cards can become invalid. When your card is taken at a doctor's office and swiped a certain # code shows up. Some codes mean the card is still valid and some mean it is invalid and will eventually be canceled and no longer usable. There are a variety of reasons why the health cards become invalid.
I still have my red & white one but my sister got flagged randomly the year she was to turn 16 and got a letter telling her to come in and get a new health card.
