Well, I know (and you don't have to take my word on it) that security will be beefed up for this year's concert. Keep in mind that last year and the year before, at least one of the concerts were opened up to all Mac students and it's not that hard to get hands on a student card.
As for the price of bands, I was suggesting Muse and, well, the MSU can't spend $500,000 on a single band.

I hope the security is tighter this year, simply because the MacPass wouldn't be worth it otherwise.

Hahahaha. The band that NME/the BRIT Awards/MTV Europe have awarded the Best Live Band in the world for the past few years would be better for that much money?
Also, while PitchforkMedia, the very definition of music snobbery, believe Muse's music is too grandiose/operatic, have absolutely adored Muse's live show.

They'll only play for crowds above a certain undisclosed quota. They're in the ballpark of $150,000 to $400,000.
The MSU has done polling of incoming first years, and more than likely, expect Canadian artists like Stereos which are all over the MuchMusic Countdown rather than arena-rock acts.
